During a seven-day span in April, three different federal agencies introduced three separate regulations with major implications for ESA and school district leaders. These are:
- New Title IX Rules on Sex-Based Discrimination
- School Meal Rules
- New Overtime Rules
The timing was not a coincidence. The Biden Administration was rushing to get these regulations finalized before the Congressional Review Act deadline. This deadline is not a firm one—it’s a deadline that is set by the Congressional Review Act statute that applies to any regulation published during the last 60-days of the current legislative session.

DOE Opens Applications for Comprehensive Centers Program

Last week, the U.S. Department of Education (DOE) posted a Notice Inviting Applications (NIA) for its Comprehensive Centers Program. Comprehensive Centers are designed to support high-quality capacity-building services to state, regional, and local educational agencies and schools that improve educational opportunities and outcomes, close achievement gaps, and improve the quality of instruction for all students. This is the DOE’s largest technical assistance program.
Region 16 is one of the Comprehensive Centers that is located in the communities it serves. We’re on a mission to improve the quality and equity of the learning experience for each student by reimagining education systems. Their structure and location mean that Region 16 staff deeply understand the communities, cultures, and histories of the region they serve. Most team members live directly in the communities being served, and are uniquely positioned to deliver localized, culturally sustaining services by building the center within existing educational service agency (ESA) networks. Region 16 staff are based out of SERRC in Alaska, Linn Benton Lincoln Education Service District in Oregon, and Capital Region Educational Service District 113 in Washington.
The DOE is competing one National Comprehensive Center that will serve all states, 14 regional centers that will provide intensive services to each individual region, and four new content centers that will provide technical expertise in content areas of identified national need. Content centers are a type of Comprehensive Center designed to build the capacity of practitioners, education system leaders, public schools (which may include Head Start and community-based preschool), and educational agencies to use evidence within the designated content area. The four new content centers are English Learners and Multilingualism, Early School Success, Fiscal Equity, and Strengthening and Supporting the Educator Workforce. (These centers reflect input from the Regional Advisory Committees and align with the DOE’s "Raise the Bar: Lead the World" policy initiatives.)

The Middle America School Mental Health Conference (MASMHC) and Nebraska School Mental Health Conference (NSMHC) invite licensed mental health providers, nurses, social workers, counselors, administrators and school personnel from across the region and state to gather in promoting strong mental health services in schools; to provide resources and training to increase access; and to promote early intervention and wrap around services for youth and families.

Final Webinar on the National Education Technology Plan (NETP) May 14, 2024, 4 PM EST

In 2024, the US Department of Education released the latest version of the National Education Technology Plan (NETP). It focuses on three distinct yet related divides: digital use, digital design, and digital access. Later this year, as part of the Digital Equity Act (DEA) within the Bipartisan Infrastructure Law, the National Telecommunications and Information Administration (NTIA) will announce a new Digital Equity Competitive Grant Program to help eligible entities pursue activities to advance digital equity in their communities.
To prepare the education sector for this upcoming opportunity, this session invites leaders and subject matter experts from NTIA and the National Digital Inclusion Alliance (NDIA) to build awareness of the relevant policy context and discuss why efforts to advance digital equity are important for adult learners. State technology leaders will also help explain the relationship between the NETP and the NTIA grants, through examples and strategies. There will also be a review of resources available to support those efforts with a specific focus on the NTIA Digital Equity Competitive Grant Program to be announced later in 2024. The session will be followed by two additional hours of supported planning for those interested in pursuing grant project ideas. Those two hours will be available in hybrid format, with separate registration information forthcoming.
