Submit Your Nomination: Outstanding Achievement in ESA Writing and Research Award 

Do you know someone whose writing or research has made a real difference in the ESA world? We’re looking for thoughtful, innovative work that tells the story of educational service agencies and moves the field forward. If that sounds like a colleague—or maybe even you—it’s time to submit a nomination for AESA’s Outstanding Achievement in ESA Writing and Research Award!


In 2024, the award went to the Willamette ESD Communications Team, led by Michael Clark. Their creative use of multimedia, powerful crisis communication planning, and strong strategic messaging raised the bar—not just in Oregon, but nationally. They showed what’s possible when research and communication come together with purpose.

 

What Are We Looking For?
This award honors writing or research that:

  • Supports the mission and values of ESAs

  • Is scholarly and well-researched

  • Has a clear impact on how ESAs serve students and schools

Federal Advocacy Updates

AESA Applauds Supreme Court Decision Upholding Separation of Church and State in Public Education

The Supreme Court, in a 4-4 ruling, said Oklahoma cannot create the nation's first religious charter school funded directly with taxpayer dollars. Joan Wade, Executive Director of AESA released a statement on the decision, stating that AESA is encouraged by today’s win but knows that the fight to dismantle the separation of church and state is just beginning.

 

Nationwide Stay in U.S. Department of Education's DEI Directive

On April 24, 2025, a U.S. district judge issued a nationwide stay on the implementation of the U.S. Department of Education’s February Dear Colleague letter, which outlines the Department’s interpretation of Title VI of the Civil Rights Act in light of the Students for Fair Admissions v. Harvard Supreme Court decision.

 

The court found that the plaintiffs—including the American Federation of Teachers (AFT), AFT Maryland, the American Sociological Association, and a public school district—are likely to succeed in their claim that the Dear Colleague letter is arbitrary and capricious under the Administrative Procedure Act.

 

The stay prohibits the Department from enforcing Title VI based on interpretations in the February letter that extend beyond existing law. However, it does not prevent the Department from pursuing other Title VI-related enforcement actions.

 

We will continue to monitor this case and keep our members informed as developments unfold.

 

House Republicans Pass ‘Big, Beautiful Bill’ After Weeks of Division

House Republicans came together to pass their domestic policy megabill late last week after weeks of internal conflict and last-minute intervention from President Donald Trump. The vote went almost entirely along party lines. The bill now heads to the Senate, where Republicans are expected to tear up many of the policy provisions sought by House GOP hard-liners.

 

KOSA is Back – With an Education Provision!

Last week, Senators Marsha Blackburn (R-TN) and Richard Blumenthal (D-NY) introduced an updated version of the Kids Online Safety Act (KOSA). This version of KOSA is the same language Blackburn/Blumenthal introduced in December 2024, but this time the education provision is explicitly included. 

 

AESA Joins 140+ Organizations in Letter Opposing Federal Preemption of State AI Laws

A provision buried in the House Republican reconciliation package would ban states from taking any regulatory or legislative action on artificial intelligence (AI) for ten years. AESA opposes this federal overreach, and joined more than 140 organizations in a letter opposing the inclusion of the provision in the broader reconciliation package. Federal preemption is a legal doctrine in the US that clarifies when federal law supersedes state laws. Given the ever-evolving nature of AI, and the rapid rate with which it is integrating all aspects of life, there is concern that a blanket ban on state policy to help shape and craft meaningful guardrails for use, integration, and adoption of AI is short sighted and overwhelmingly problematic.
 
 
 

TWO New Resources Detailing How Republican Cuts to Medicaid Impact Kids

First Focus on Children, UnidosUS, and AFL-CIO report finds that nearly 45% of all children in the United States — or 34 million kids — rely on Medicaid, the Supplemental Nutrition Assistance Program, or both for essential health care and food. The report, “Children Under Attack: How Congressional Assaults on Health and Food Programs are Endangering the Youngest Americans,” offers the first analysis of the combined impact of cuts proposed in the U.S. House of Representatives’ budget reconciliation bill.

 

Economic Policy Institute released Cuts to Medicaid Will Disproportionately Hurt People of Color and Children.

 

Three-Fourths of NSF Funding Cuts Hit Education

In the wake of a fourth round of cuts to the National Science Foundation (NSF), analysis of previous rounds of cuts found that education accounts for more than half of the nearly 1,400 terminated grants and almost three-quarters of their $1 billion value, with this money no longer flowing to research organizations and universities.

 

AESA Opposes Proposed E-Rate Changes Limiting Hotspot Funding

AESA has signed on to the letter to the House opposing proposed changes to the E-Rate program that would rescind the use of E-Rate dollars for hotspots. You can read the text of the letter here State Associations can sign on by emailing Noelle.
 

Survey Deadline Extended: Help Shape Effective Use of Title II-A Funds for EdTech and Instruction

The Learning Accelerator, in partnership with SETDA, ISTE+ASCD, and Learning Forward, is conducting a national survey to understand how SEAs and LEAs use ESSA Title II-A funds to support technology-integrated, high-quality instruction. 

The 20–30 minute survey will inform strategies to improve professional learning and instructional practice. The survey deadline has been extended to end of day on June 4 (Wednesday).

Region 4 ESC Spotlight: A Look Back at One BIG Step Forward

Region 4 Education Service Center (TX), in partnership with Cypress-Fairbanks ISD, is celebrating a milestone achievement — the successful completion of the first year of their paid teacher residency program. 

 

This innovative program welcomed seven aspiring educators, who spent the year working side-by-side with seasoned teacher mentors, gaining critical, hands-on classroom experience while receiving financial support. It's a model designed to attract and retain high-quality teachers by investing in their growth from day one. 

 

And this is just the beginning — next year, the district plans to expand the program to serve 70 future educators!
